201209鄉鎮收縮與步行鄉村--上而下與下而上的空間整合 鄭兆佑

當下我們所經驗的鄉鎮空間,是每個時代的政治條件下的規劃模式所呈現的社會想像所堆疊而成。
The spaces we are experiencing now are the accumulation of the planning in each age under different political climates. 

回顧從清末、日據時期一直到戰後更為普及的都市計畫的規劃結果,1921年實行的「市街改正」,
開始選定市街進行現代的「都市計畫」,並透過道路開闢、地籍繪製與戶口調查將一套完備的現代化經驗帶到生活世界中。也因為交通的便利帶動這些市街的發展。這時候的市街區就是周邊地區的「中心」,兼具了商業與行政的機能,主要的空間價值是便利與效率。
 Since the end of the Ching Dynasty, then the Japanese occupation period, and after the Second World War, the “Improvement of City Streets” promulgated in 1921 by the colonial Japanese government made the most decisive framework for the modernization of Taiwan’s urban spaces. Through new constructions or widening of roads, and through map drawings and residence registration, complete experience of modernity had been brought into living world of the public. Convenient traffic stimulated the growth of cities, streets became the “centers” of a city. providing venues for commercial and administrative activities. At that time the values of spaces are their convenience and efficiency. 

「道路」取代了「生活街道」成為主要空間作用力,隨之汽車交通更加的發展,這種支配作用干預了人們的生活內容,過去一些自發性的界定的空間邊界已經消失,家戶間的公共空間零碎化,共同生活已經從街道空間中撤退!
 “Roads” have replaced “streets” becoming the major elements in spaces, and the growing number of cars dominated our life. Spontaneously formed boundaries between spaces in the past are long lost, and public life has to withdraw from streets as public domains are fragmentized.

 石油危機下的可以預見的未來,汽車是否仍舊會是支配性的空間力量?面對這種轉變的規劃模式已經悄悄展開,在退休潮與鄉村樂活風潮崛起,農村的價值逐漸提升,不同於都市般的高度效率及生活分工模式,農村一樣可以擁有便利與舒適的生活環境。而當人口將從都市移入鄉村時,農村可以提供怎樣的生活空間呢?將是這場社會轉變的關鍵。
Will cars still dominate spaces during energy crisis? Planning responding to it is gradually taking shape. As the population of retired people is increasing and healthy, sustainable lifestyles are embraced by the public, the value of rural areas is begin to be seen. Although not as efficient as cities where jobs are divided and assigned separately, the comfort and convenience in rural areas are not compromised. This significant social transformation relies on one thing: When people begin migrating from cities to rural areas, what kind of living quality will they have?
