城市的建設常常只著重於交通的便捷,而忽略了其他許多基礎設施或產業條件的優先性。台灣的中小城市的鄉鎮市街雖然已經因為人口外移而顯得頹敗,街道二側遍佈閒置家屋與零散的街角。但是道路擴寬仍是地方建設的主要工作。更快速的路網,只是將土地轉變成為建築用地,人口的流動並沒有停止過。
The convenience of transportation in cities is often overly emphasized in their infrastructure, and other needs, such as the needs of industries are easily ignored. Streets in small to medium towns declined because people have moved to cities, emptied stores and houses are seen everywhere. Nevertheless, road widening is still the major construction in these places, because with wider roads the lands will be converted into building lands, despite local populations are still diminishing.
刺桐鄉街中心區在環狀聯外與產業道路完成後,穿越性的交通以及大型貨客車不一定需要進到中心區,而使得市街區可以免於壅塞或是承受噪音、空汙種種的干擾。其實,市中心區的道路並沒有因此而獲得品質,任意停放的汽車造成人形不方便,公車班次少而沒有提供等候座椅,居民等車需久站、日曬或雨淋,說明公共設施的品質並不是鄉街建設的內容。
After the circular access road surrounding Citong was constructed, big buses and trucks don’t have to cut through the village and villagers can avoid suffering from the congesting traffic, noises and air pollution. Unfortunately the condition of the streets is not improved; cars are parked against rules, very few local buses serve people and there are no any shelter in bus stops, people have to be in either scorching sunlight or rain for a long time while waiting for buses.
本設計提案是以重新調整既有的道路路網與路幅空間的使用開始,重新安排這些線性空間,給市街中心區一個可以回應新的生活需要的「路徑」結構。市街可以是農村居民的公共活動的據點,「路徑」不只是提供汽車方便行走,而是如何滿足居民的去完成生活內容的方法,給這些道路空間一些生活的意義。
This project kicked off from adjusting the existing network of roads and the usage of roadways. The rearranged circulation responds to the “routes” of the villagers’ daily life. Streets could be the spaces of people’s public life, so the routes are not just for vehicles, they are to satisfy people’s everyday needs and meanings of life.
在這個重新整備的路網架構下,針對莿桐市街區進行社區生活圈的指認,並且提出有助於架構空間形成的各種空間規範,例如,日據時期所形成街屋街區、順著聯外道路所興建的成排的「透天厝」、早期村街合院與改建夾雜的舊街區、透過改建的「孤島式」大廈社區、遍佈農地上的農舍等等各具空間使用特色的「社區型態」(community patterns)。
Once the new network is completed, communities along the streets in Citong will be identified, which will help the formation a variety of spaces, including the rules of using the spaces. For example, there are old townhouses and streets built during the Japanese occupation period, remodeled traditional compounds in old streets, row houses constructed along the access roads, isolated communities of high-rise buildings, or farmhouses scattered on the fields, among all kinds of community patterns.
