201209破堤邊界--從抵禦、順從到共生

水,在2012年的今天已經成為世界上最珍貴且不可或缺的天然資源。未來,淡水勢必會代替石油成為各國爭奪的天然資源。台灣的年降雨量高於世界平均值約2.5倍的量,卻是世界十大缺水國之一,與許多中東與非洲等水資源缺少之國家並列。原因是因為台灣地勢險峻,河川坡度大,再加上不成熟的儲水系統與觀念,將水視為一種災禍,利用水利設施迅速將其排放自海,欠缺對於水資源管理的觀念與機制。

Today water has become the rarest but most needed resource, in the near future fresh water will replace oil and become the reason of global competition. Rainfall in Taiwan is 2.5 times of global average but Taiwan is still in the top ten countries that have water shortage, among middle-east countries and African countries where rainfalls are much less than Taiwan. It is because rivers in Taiwan have high gradients running through deep slopes, and without correct ideas about water storage, flows are quickly discharged into oceans in order not to cause flood. Without proper water management systems, we waste this precious natural resource.

 雲林為台灣農業重鎮,北側緊鄰濁水溪為主要的水源。但是為了提供「六輕工業區」的工業用水,使得原本豐沛的水源被切斷供應,為了彌補水源不足,沿 海地區大量抽取地下水,導致地層下陷。濁水溪河床的水源含量已不到原先的 10%。近年來,氣候變遷,洪水周期異常現象成為常態,原本百年洪水,現在 可能二至三年就遭逢一次。驟雨量增加,並沒有因此改善雲林缺水之狀況,原 因在於可供集水的系統不夠成熟,甚至為了防範洪水不斷修築堤防,使得生態 生存空間縮減。濕地與河口生態等擁有儲水功能的自然地景已經蕩然無存。
Yunlin is a major agricultural area in Taiwan, Jhoushui River on the north was the water supply for farming. Unfortunately the establishment of No.6 Naphtha Cracker Industrial Zone cut off the once abundant water supply, farmers had to extract underground water for irrigation, resulting in ground sinking. The water in Jhoushui River is reduced to less than 10% of what it had. In recent years, the cycles of inundation happened unusually often due to the extreme climate, floods that only happened one time in a century happen every two or three years now. However, sudden heavy rainfalls never improved Yunlin’s water shortage, probably because there is not a complete system of rainwater collection and storage. What makes things worse is the continual construction of embankments, which much reduced the space for nature. Wetlands and estuaries that could retain water are long gone because of the constructions. 

可以預料的,沒有有效儲水與防洪的機制下的雲林,只會永遠接受水資源匱乏與天然災害的挑戰。 Without water storage system and reasonable inundation mitigation, Yunlin will be unable to stop suffering from water shortage and damages caused by natural disasters. 本設計提案透過拆解部分堤防,重新恢復濁水溪的河道與水源流動空間,並在沿線建立起有效率的儲水防洪系統、讓水資源可以在地面上停留,成為農村地 景的基盤條件,重新建立與水的關係,從抵禦、順從最後到了共生關係的建構。
This project suggests to demolish part of the embankment in order to restore the waterway of the Jhoushui River. A water storage system should be built up along the waterway which not only will retain water but also will become a part of the landscapes in farming villages. A new relationship between land and water is reconstructed, the defence of water is transformed into channelizing and mutual benefiting.
