面臨老齡化以及少子化的雙重衝擊,農業鄉鎮的勞動力短缺是一個產業發展的瓶頸。另一方面,「身障者」先天或是後天上的不足,導致就業上的困難,不只是社會也是家庭經濟的負擔。在一個不友善的社會中,工作能力相較不足而常常遭受到剝削受到社會的排擠。因此,若能將這二種狀況以某種機制結合在一起,將可以達到雙贏的局面。
The aging population and low birth rate in Taiwan have resulted in shortage of manpower in farming villages, impacting local industries. On the other hand, disable people have difficulties to be hired or easily to be exploited in an unfriendly employment system, and their disadvantages often become the burdens of their families. If we can find a way to bring human resource of disable people to the the depopulating farming villages, we might have a win-win situation.
因此,這個計劃提案的目標設定為:建構一個具有「園藝治療」的環境,提供身障者可以快樂的生活與學習,同時他們可以提供勞動力去完成可以負擔的工作,以換取生活需要的食住的基本條件,也能夠在此機構的營運模式中接收新資訊,又可能為未來謀取出路的基本能力。同時,這裡提供其在都市中所欠缺的自然園藝生活的體驗。
This project suggested to construct a healing botanic garden for disable people to learn skills in a happy atmosphere, so they will be able to accomplish some jobs and earn incomes for their basic expenditures. In this healing environment that hardly exists in cities, they will have access to information and will be able to find jobs or plan their own careers in the future.
尋找莿桐市街周邊的傳統社區中的部分閒置空間作為此一機構的基地。在以空間環境與勞動作為基礎的這個新的實驗性的機構,可能是學校、農場、醫療場所、工廠或是部分商業設施的綜合體。
Idled lands by traditional communities at the edge of streets in Citong are ideal sites for this horticultural garden. This experiment for manpower generation in a carefully designed space will be an embody of a school, a farm, a healing organization, a place for production and a business.
我們期望這是一個具有生產能力的非政府組織所經營,因此,這些居住者能夠為地主帶來勞動力所換取(農作收成)報酬做為兩者間非金錢式之交易。在積極面上可以協助部分身障者接受技能教育而能夠回到社會俱有工作的基本能力。或是可以提供部分的空間作為接受短期需要接受「園藝治療」者的一個優良的園區。
We hope such a garden will be managed by a non-government organization that has the power to negotiate with the landowners to exchange the products of the disable people instead of paying rents. This garden can provide education and skill training so these disadvantageous people will be considered when there are jobs. This garden also can organize short-term programs for healing or rehabilitation.
